These are MSHA's HTML Web based MNM Fatalgrams that have been modified to run on your computer.  You don't have to access the Web every time you want to show or print out a Fatalgram. You can access these fatalgrams using your Web Browser Software. The files are "zipped" (compressed into 1 file) for easier downloading. If you have Zip/Unzip software on your machine then download the Zip files and extract them into their own separate directory. If you don't have Zip/Unzip software, one Windows 95 Unzip utility I found is called FreeZip from http://www.ozemail.com.au/~nulifetv/freezip/  It's free. It's a simple (and small) utility that works with Windows Explorer. After installing FreeZip, all you do  is save the downloaded Zip file to it's own folder and then double click on it to extract it.
